Ingenuity and National Security

The global environment is changing rapidly and the ways and means to influence it must keep up with the pace of change. If the U.S. is to continue to thrive in the twenty first century, it must adopt a national security structure capable of producing a strategy reflective of the changing environment where employment of the instruments of national power keeps pace with the changing security environment.
